Director of Development

PRIMARY FUNCTIONS: Primary responsibilities include but are not limited to fulfilling the overall technical aspects involved in the development of affordable residential communities. These aspects include initial feasibility analysis, acquisition, design, financing and entitlements; coordination with construction staff in the plan check and construction stage, and coordination of start-up operations with Property Management and/or Homeownership Department staff. Under the general direction of the President/CEO Director the Director of Development is expected to exercise a high level of independent judgment in the conduct of business responsibility with minimal supervision. With the assistance of the CFO and the Vice President of Housing Development, evaluates financial feasibility and establishes a financing plan for the development. Applies for, secures, and reports upon pre-development, construction, and permanent financing from conventional, public, and quasi-public agencies. Establishes and manages budgets for each funding source. Coordinates the hiring of the design team and other specialized consultants and is also responsible for overseeing the work of these consultants. Prepares for and makes public presentations related to the project. In coordination with the Planning & Development Department, assists as necessary in the selection of a general contractor and monitors construction budget and reviews change orders during construction phase. Monitors project finances and responsible for establishing and updating total project budget in conjunction with the CFO of Finance and the Vice President of Housing Development. Oversees loan closings and coordinates all lender reporting. In coordination with the Property Management Department and/or the Homeownership Department, assists as necessary with initial rent-up and/or sales activities. Provides technical support and participates in training of other development staff members. Manage project close-out activities. Stays current on practices and financial tools available in the housing finance industry. Thorough knowledge of the development process as it relates to residential construction, especially multifamily construction. Familiarity with government housing programs on federal, state, and local levels. Good understanding of the public planning process. Ability to do detailed financial analyses of housing projects concerning site acquisition, predevelopment activities, construction financing, and permanent financing. Familiarity with the funding and “loan closing” process and ability to facilitate financial transactions. Ability to understand policies of the federal and state agencies, and private lending institutions, which may apply to a given project. Ability to exchange information, discuss and negotiate business arrangements, and advocate for the accomplishment of the Housing Authority’s program activities. Ability to exercise a high level of housing development skills, leadership ability, and willingness to combine attention to detail with a broad view of the predevelopment process and public purpose. Working knowledge of computer software and systems: Excel, Word, Windows 98, E-Mail. Ability to work with percentages and ratios and to interpret and create spreadsheets. Ability to work with individuals and/or groups, both in a public and private arena, as a representative of Austin Housing Authority. Contacts may include public agency officials, housing development professionals, representatives of the business and financial community and community-based groups. Ability to read, interpret, and analyze written budgets and financial documents, government regulations, professional journals, technical procedures, and refinancing application applications. MIS Director

PRIMARY FUNCTIONS: Responsible for administration of all computer systems, office security systems, and telephone systems for the Housing Authority and serves as the bridge between these systems and all Authority users of these systems. Coordinates all phases of record maintenance, programming, documentation, data processing operations, data communications, hardware maintenance, and software support. Specific duties include the following: Researches, recommends, acquires, installs and maintains computer hardware, software, and operating systems. Develops, implements and maintains custom computer programming required by Housing Authority users; Analyzes and solves hardware, software and computer system procedural problems or recommends replacement/repairs/service. Monitors functioning of programs and computer equipment on operating systems console, determines point of program failure or malfunction, interprets messages, types appropriate commands to effect systems or network recovery. Researches and applies current and forthcoming computer technology. Develops and provides orientation and training programs for Housing Authority users of the computer systems. Provides technical support to the various users of the computer systems. Administers local area network system. Maintains hardware and software for local area network. Troubleshoots problems with the network and contacts technical support as needed. Maintains computer peripherals (i.e. modems, printers, terminal etc.) in proper working condition and recommends replacement/repairs/service when needed. Reviews system security, system integrity and daily performance procedures. Issues computer system security access codes to users and changes codes as needed. Creates electronic files for data transfers. Transfers electronic files. Performs daily back-ups on file servers. Participates in Housing Authority operations, running reports, attending meetings, etc. Handles requests for customized reports, forms and flow charts. Reviews source materials for computer and determines if file records need upgrading. Monitors system error messages and staff. Receives requests for computer data, and visits activities to provide technical assistance as requested. Maintains catalog and library of magnetic tapes on file server. Maintains log of cable installation and routing. Creates customized menus to insure computer security. Estimates time and materials needed to meet production schedules. Maintains computer system files, catalogs, records and logs. Administers, monitors and maintains office security system. Contacts software vendor for technical support as needed. Provides orientation and training for Housing Authority users of the security system. Issues security cards. Maintains records of cards issued and clearance authorized. Generates reports of areas accessed and monitors reports for problems. Reports any security issues to CFO/VP of Finance. Administers telephone system; Programs extensions and maintains voice mail system; Provides orientation and training for users of the telephone system; Receives reports of system malfunction from staff and troubleshoots problems, calling for support and/or service as needed. The position makes specific and broad assignments to the MIS Database Analysts by setting deadlines and priorities, and indicates the quantity of work expected.
