After an all-night conference meeting, the House-Senate conference committee approved a version of the financial reform bill early this morning. A total of $1 billion was included for a third round of funding for the Neighborhood Stabilization Program (NSP) to be allocated by formula (similar to NSP 1) in this conference agreement. Thank you to all of those who contacted your Member(s) of Congress on this matter! The compromise bill must now go back to the Senate and the House for approval. NAHRO will provide an update if this bill becomes law.
In other Washington news, the House appropriations subcommittees are beginning to mark up the FY 2011 appropriations bills. It is unclear when the Transportation, Housing and Urban Development (THUD) bill, which contains funding for the FY 2011 HUD budget, will occur, though it is likely to happen sometime after the July 4 recess. Given the current budgetary constraints and the push to reduce FY 2011 discretionary spending, it is important that you contact your Members of Congress and express your needs and concerns for the FY 2011 HUD budget. Finally, the "tax extenders" bill (H.R. 4213), which included $1.065 billion for the National Housing Trust Fund (NHTF), an extension of the 9 percent exchange program, and other housing related provisions, has been put on hold in the Senate. Senate Democrats were unable to get the 60 votes necessary to avoid a filibuster. It is unclear when or if this bill will move forward in the near future. NAHRO will continue to provide updates if this bill moves forward or if another vehicle is identified to provide funding for the NHTF or that includes the other housing related provisions.
